The Regional Cooperation Council (RCC) is seeking consultancy services to provide support for the preparation of a regional document to support WB6 transposition of the EU National Emission reduction Commitments Directive (NECD).
This assignment will collect all relevant inputs to produce a regional document that reflects the intent of the WB6 to align with the EU NECD, addresses the negative health issues due to air pollution and facilitates implementation of the Revised GAWB Action Plan.

The Regional Cooperation Council’s EU-funded Western Balkans Youth Lab 2 (WBYL2) project is seeking a company or consortium of experts for development of Disinformation and Media Literacy Manual
This intervention will support the Youth Policy Lab process in addressing the growing challenges of disinformation and harmful online narratives affecting young people. It will provide expert support for development of a practical Disinformation and Media Literacy Manual aimed at strengthening youth capacities for critical media consumption, fact-checking, and responsible online engagement.
028-026 SecuriMeter - Security public opinion survey in the Western Balkans 2026-2027, data collection and data processing

Since 2021, the Regional Cooperation Council (RCC) has been measuring public attitudes, experiences, and perceptions regarding the security situation in the Western Balkans. The continuation of the Public Opinion Survey on security issues remains a key priority for understanding citizens’ perceptions and assisting practitioners and governments in enhancing their actions.
The RCC invites applications from consulting companies and individual consultants within bidding consortia to implement the SecuriMeter Security Public Opinion Survey 2026-2026 -2027. This initiative aims to gather and analyse data on public attitudes towards the security situation across the Western Balkans.

027-026 Support to the RCC Secretariat in development of regionally harmonised EPR Plastic Packaging Framework in Western Balkans Six (WB6)

The Regional Cooperation Council (RCC) is seeking consultancy services to provide expert technical support to the RCC Secretariat in developing a ready-to-use and regionally harmonised EPR Plastic Packaging Framework that provides practical guidance to WB6 in translating Green Agenda commitments into operational systems in practice.
The Framework will provide a practical regional toolkit and step-by-step implementation guide to support WB6 in establishing harmonised EPR schemes for plastic packaging, including: model legal and governance arrangements (roles of competent authorities, PRO set-up, registries and enforcement interfaces), an implementable fee system (including eco-modulation options), and a robust data/MRV architecture (placed-on-market reporting, audited verification, anti-free-rider controls and evidence standards).

021-026 Permit granting procedures in the telecommunications sector in the Western Balkans Six (WB6)

The objective of this consultancy is to further develop activities in WB6 on identifying ways to improve permit granting procedures, taking into account Gigabit Infrastructure Act provisions and other EU acquis related to these procedures, best EU practices, as well as the current state of play and legal frameworks in each WB6.
