025-025 Support to the RCC Secretariat in preparing the 2024 Report on the Implementation of the Green Agenda for the Western Balkans Action Plan (GARI) and revising the Green Agenda for the Western Balkans Action Plan (GAWB AP) - 2021–2030 (Depollution and Circular Economy Pillar)

The Regional Cooperation Council (RCC) is seeking consultancy services to support the preparation of 2024 GARI Report, and the revision of GAWB Action Plan with a focus on Depollution and Circular Economy Pillar.
The consultancy will involve preparing a 2024 GARI report by updating 2023 GARI with new data from 2024 and evaluating the progress of WB6 across all five pillars of the GAWB Action Plan: Decarbonization (Climate action, Energy, Sustainable transport), Circular economy, Depollution, Sustainable agriculture and Protection of nature and biodiversity.
Additionally, the assignment includes drafting a proposal for revising the GAWB Action Plan- Depollution and Circular Economy Pillar to align it with emerging priorities and opportunities for the region.
023-025 Open Call- Development of comprehensive analysis Towards a Sustainable Future: Bosnia and Herzegovina’s Green Agenda Path and Eco Bonton

The RCC’s EU Funded Western Balkans Youth Lab 2 project through its Technical Assistance support aims to strengthen policy and administrative capacities in different stages and processes related to youth policy development and participation of Western Balkans youth in decision-making. The assignment aims to strengthen the connection between youth and policymakers in the Bosnia and Herzegovina and to equip young people with the tools and knowledge they need to advocate for sustainable practices. This includes development the Eco Bonton and comprehensive analysis named Towards a Sustainable Future: Bosnia and Herzegovina’s Green Agenda Path.
022-025 Technical assistance for implementation of SecuriMeter - Security public opinion survey 2025: “Attitudes towards security: Perceptions of security and threats in Western Balkans”: (LOT1) - data collection and data processing; (LOT2) - data analysis, conclusions and recommendations

Since 2021, the Regional Cooperation Council (RCC) has been measuring public attitudes, experiences, and perceptions regarding the security situation in the Western Balkans. The continuation of the Public Opinion Survey on security issues remains a key priority for understanding citizens’ perceptions and assisting practitioners and governments in enhancing their actions.
The RCC invites applications from consulting companies and individual consultants within bidding consortia to implement the SecuriMeter Security Public Opinion Survey 2025. This initiative aims to gather and analyse data on public attitudes towards the security situation across the Western Balkans.
