Justice and Home Affairs
The RCC role and tasks in the area of justice and home affairs (JHA) will be to support, promote, coordinate and monitor the work of relevant regional cooperation initiatives throughout South East Europe (SEE).
The priority areas will include: fighting organized crime, in particular through the activities at the South East European Cooperation Initiative (SECI) Centre and the South East European Prosecutors Advisory Group (SEEPAG); the SEE organized crime training network; anti-corruption activities, including cooperation with the Regional Anti Corruption Initiative (RAI); migration and asylum related activities, including close contacts with Migration, Asylum and Refugee Regional Initiative (MARRI) and observation of EU developments in this area; and cooperation with SEE police chiefs association (SEPCA).
The RCC will provide technical expertise and substantive input to existing initiatives, as well as assists them in gaining access to regional and international political, technical and financial support, required to fulfill their objectives. For these purposes, the organization will establish appropriate relationships with individual initiatives, ensuring that their efforts are mutually reinforcing and not overlapping.
The RCC will maintain close liaison with the relevant partners, ministries, institutions, research institutes, NGOs etc., and act as an intermediary between different organizations and countries involved, bringing together regional actors and international partners on equal terms. The RCC took over the Stability Pact’s seat on relevant boards.
The RCC approach will be the one of ensuring continuity, through securing Stability Pact legacy, building on and moving beyond that legacy, adapting to the change and complementing the regional cooperation in the area of JHA to national efforts.
The RCC will assess and develop most valuable and active regional initiatives in JHA area that will remain under the RCC Secretariat’s auspices. It will work to translate the best practices and lessons learned into governmental decisions and legislation, and gain support from the general public, international organizations, donors, civil society and business environment.
Main JHA related regional initiatives include: SECI Centre for combating trans-border crime, located in Bucharest, South East European Prosecutors Advisory Group, located in Belgrade, Regional Anticorruption Initiative Secretariat in Sarajevo, Migration Asylum Refugees Regional Initiative, located in Skopje, and Southeast Europe Police Chiefs’ Association (SEPCA) in Sofia.
