The conference, jointly organized by the Regional Cooperation Council Secretariat and the Southeast Europe Police Chiefs Association, will focus on tackling Stolen Vehicle Crime in South East Europe (SEE). It will discuss National Action Plans in SEE countries as well as future steps to be taken to improve national and regional regulations and activities in fighting stolen vehicle crime. The event is to gather competent and specialized high level police officers dealing with this form of organized crime, as well as representatives of INTERPOL, EUROPOL and other relevant European and international organizations.

The Regional Cooperation Council (RCC) Secretariat is to host this two-day workshop, co-organized with the eLeadership Programme for the Western Balkans of the United Nations Development Programme with the funds of the Italian Government as the project donor. The event will deliver several training sessions, aimed at strengthening capacities of South East Europe (SEE) e-Leaders.

In order to assist e-Leaders in implementing reforms and e-government systems, the first session will focus on lobbying and persuading of information and communication technologies (ICT) benefits. The next session will address fundamentals of change management techniques to ensure proper utilization of the ICT. Building collaboration among SEE countries through a joint development of regional information society programmes will also be addressed.  Finally, e-inclusion as a very important and sensitive topic will be further elaborated.

A side meeting will bring together e-SEE Initiative government representatives and e-SEE Secretariat, along with the RCC, to discuss preparations for the forthcoming e-SEE ministerial conference planned for autumn 2010.

The meeting, which will be attended by high representatives of the ministries of health that are members of the South East Europe (SEE) Health Network and partner countries and organizations, will discuss future cooperation in the area of public health in SEE and the current challenges the countries face.

The participants will review the status of preparations for the establishment of the new SEE Health Network Secretariat in Skopje; approve the work-plans of designated Regional Health Development Centers (RHDCs) in Bosnia and Herzegovina, Croatia, Romania and The Former Yugoslav Republic of Macedonia; and discuss and designate new RHDCs in other SEE countries.

The meeting is expected to discuss and agree upon the concept, technical content and the preparatory process for the Third Ministers of Health Forum, which is to be held in Sarajevo in June 2011.

The SEE Health Network initiative operates under the umbrella of the Regional Cooperation Council.

The meeting of the Heads of State and Government of the South East European Cooperation Process (SEECP) participating States, to be organized by the SEECP Chairmanship-in-Office of the Republic of Turkey, will be held on 23 June 2010, in Istanbul.

The Summit is expected to endorse the Annual Report of the Secretary General of the Regional Cooperation Council (RCC) on regional co-operation in South East Europe and the RCC Strategy and Work Programme 2011-2013, as well as the appointment of the RCC Secretary General for the period as of 1 January 2011, given that the current three-year mandate of Secretary General Hido Biscevic expires on 31 December 2010.

The summit will mark the end of the one-year rotating Turkish SEECP Chairmanship-in-Office, which will be taken over by Montenegro.

The second Annual Meeting of the Regional Cooperation Council (RCC) will be held in Istanbul on 22 June 2010. It will be organised jointly by the South-East European Cooperation Process (SEECP) Chairmanship-in-Office of the Republic of Turkey and the RCC Secretariat, back-to-back with the SEECP Summit.

The RCC Secretary General will present the organization’s Strategy and Work Programme 2011-2013 and his Annual Report on regional cooperation in South East Europe for endorsement by the Annual Meeting. The participants will also exchange views on developments in regional cooperation in South East Europe of relevance for the RCC framework, as well as challenges ahead.

The Annual Meeting is expected to endorse the nomination proposal for appointment of the RCC Secretary General for the period starting on 1 January 2011, given that the current three-year mandate of Secretary General Hido Biscevic expires on 31 December 2010.

The RCC Annual Meeting meets at the level of Senior Civil Servants or above. It is open to other countries, international organizations and partners as guests upon request to and/or the initiative of the Secretary General following the consent of the members of the RCC Board.

This year’s meeting of ministers of foreign affairs of the South East European Cooperation Process (SEECP) participating States will be organized by the Republic of Turkey, who currently holds the rotating SEECP Chairmanship-in-Office. It will discuss cooperation in South East Europe, as well as the region’s European and Euro-Atlantic integration.

The meeting is expected to appoint the RCC Secretary General for the period as of 1 January 2011, given that the current three-year mandate of Secretary General Hido Biscevic expires on 31 December 2010. It is also expected to endorse the Annual Report of the RCC Secretary General on regional co-operation in South East Europe, as well as the RCC Strategy and Work Programme 2011-2013.
