Working group on Spatial Planning, Building Permitting and Infrastructure

The initiative on establishing the Working Group on Spatial Planning, Building Permitting and Infrastructure (WGSBI) has been proposed by Regional Cooperation Council (RCC) together with GIZ Open Regional Fund Modernization of Municipal Services (GIZ ORF MMS), in accordance with the goals and priorities stipulated by the SEE 2020 Strategy and based on the Conclusions from the 2nd SEE Forum on Construction Permits for Competitive Region, held on 6th of May in Tirana, Albania.

The WFSBI operates as a standing Working Group advising and assisting the SEEIC in realization of the activities and achievement of goals stipulated by the SEE 2020 Strategy.

The emphasis of WGSBI activities are:

  1. Mapping through regional exchange upon policies and practices potentials for improving governance effectiveness with regard to building permitting, registering property and getting electricity: procedures, time and cost, quality as well as the quantity of building regulations;
  2. Exploring the possibilities to address those challenges through administrative re-engineering and e-Governance;
  3. Disseminating best practices among the SEE economies; and
  4. Devising initiatives for regional cooperation and implementation of the identified measures.
