RCC’s ESAP assisting in analysing employment problems

Regional Cooperation Council (RCC), through technical assistance facility of its Employment and Social Affairs Platform (ESAP) project, has commissioned an analysis of employment issues in the active processing regime in Albania, from the employees and employers perspective.                                             

Albanian Public Employment Offices administrative data shows that during January-May, 2018 this sector posted 6,916 vacancies. According to the source, only 36 percent of these demands were met. This signals a high demand-supply imbalance, which is related not only to the lack of employees’ skills but also with working conditions provided.

Therefore, this analysis would provide a thorough understanding of the root causes, followed up by policy interventions recommendations, based on the perspectives of both employees and employers in this sector.

The analysis is expected to be finalized and published in October 2018.

This activity is a part of the ESAP technical assistance to support national processes related to the preparation, monitoring and follow up of national employment, labour market and social affairs strategies, action plans and/or measures, as well as other priority areas under the mandate of Ministries of Labour and Public Employment Services, who are the beneficiaries of this assistance.
