(1) This Act establishes the rules which guarantee that an innocent person shall not be

convicted and that a punishment or some other measure shall be imposed on the person

who commits a criminal offence, under the conditions stipulated by law and in lawful

proceedings before the competent court.

(2) Before the judgement becomes final, the freedom and other rights of the defendant

may be restricted only under the conditions stipulated by this Act, commensurate with the

severity of the criminal offence, the suspicion degree and the severity of endangering or

damaging protected property.

(3) Under the conditions stipulated in this and other acts, actions may be undertaken in

order to disclose the perpetrator of the criminal offence.
