This text, adopted by the Justice and Home Affairs Council at its meeting on 25 and 26 February 2010, was approved by the European Council on 25 and 26 March 2010.

In December 2003, the European Union adopted the European security strategy, which looked at the external aspect of Europe’s security. In February 2010, under the six-month Spanish Presidency, the Council complemented t he Europea n securit y st rateg y by adopting the internal security strategy.
