The fifth National Platform on Roma Integration in Bosnia and Hercegovina was jointly organized by the Regional Cooperation Council’s (RCC) Roma Integration action and the Ministry of Human Rights and Refugees (MHRR) and National Roma Contact Point (NRCP) of Bosnia and Hercegovina. The goal of the National Platform is to enable dialogue on the key necessary actions to be taken with the new Action Plan for Roma Integration, with a view to identify and plan the most effective solutions acceptable for all the stakeholders, including the Roma community, central and local governments, the general society, the funding community, and any other interested parties.

The fourth National Platform on Roma Integration in Albania was organized jointly by the Regional Cooperation Council’s Roma Integration Team 2020 (Roma Integration) and the Ministry of Health and Social Protection (MoHSP) on 29 September 2020. The Policy Recommendations reflects the discussions and proposals from the National Platform. It aims to assist the Government to formulate more effective Roma integration policies The event was attended by 47 participants including relevant officials from the line ministries and other institutions, the European Union Delegation to Albania, Roma and pro-Roma civil society organizations and representatives of international organizations who showed quite an interest to be informed on the topic.

The fourth National Platform on Roma Integration in Montenegro was organized by the Regional Cooperation Council’s Roma Integration Action Team and the Ministry of Human and Minority Rights of Montenegro. The event that took place on 11 June 2019 primarily focused on presenting and discussing the Roma Integration Roadmap 2019-2021 for Montenegro. The discussions aimed to find an appropriate approach to the formalization of work of Roma undeclared workers and the provision of social housing to those in need. Policy Brief takes stock of main observations from the meeting and will assist the Roma Integration Action Team and the Government of Montenegro to conceptualize joint activities on the two issues.

The third National Platform on Roma Integration in Serbia was held on 26 June 2018 in Belgrade. It was organized jointly by the Roma Integration 2020 and the National Roma Contact Point in Serbia, and gathered around 60 participants from central and local institutions, civil society, Roma representatives and media to discuss the implementation of the Roma integration policy and propose the priorities for the upcoming period, including for the public budgeting cycle. The implementation of the policy was presented by the relevant institutions through the 2017 Progress Report prepared by the Government, which was followed by the discussion, with its key conclusions and recommendations presented in this paper.

It gathered more than 50 representatives of relevant ministries and other public authorities, local governments, foreign governments, intergovernmental and international organizations, including the Delegation of the European Union, as well as members of civil society organizations, who jointly reviewed the Progress Report for 2017 and engaged in the discussion, which resulted with conclusions presented in this Policy Brief.

Analysis of Priorities and Budgets of the Official Roma Integration Policies (2017)

Within the efforts to assist governments in the Western Balkans and Turkey to improve the budgeting of the National Roma Integration Strategies, the Roma Integration 2020 commissioned an analysis in order to assess the official strategies and action plans in terms of planned measures with corresponding budget and the funding opportunities available in the region besides the public budget. It focuses on the areas of employment and housing, as these two areas have been assessed as the most demanding and least developed in the region. The analysis is used to base the discussions to take place at the regional conference “Filling in the Budget Gaps in Roma Integration Policies” and for any follow up activities of the Roma Integration 2020 project, while assisting the governments to properly plan their national budgets responsive to the needs of Roma. The analysis is prepared by the Roma Integration 2020 consultant Ms Meliha Kozaric Fanning.

The Second National Platform on Roma Integration in Kosovo* was held in Pristina on 17 October 2017. It was jointly organized by the Regional Cooperation Council Roma Integration 2020 (RI2020) Action Team and the Office for Good Governance (OGG) of the Office of the Prime Minister. The National Platform brought together about 40 participants including representatives from the Ministry of Education, Ministry of Labour and Social Welfare, Ministry of Interior, Ministry of Health, and other line ministries and municipalities, civil society, NGOs working with Roma, Ashkali and Egyptian communities, and international community. This paper reflects the discussions and highlights the recommendations emerging from the discussions for the relevant institutions, with a view to contributing to a more effective and efficient implementation of Roma integration policies.

The second National Platform on Roma integration in Bosnia and Herzegovina was held on 25 September 2017 in Sarajevo, at the premises of the European Union (EU) Delegation. Around 40 participants were present, including the representatives of the Roma Integration 2020 Action Team, the National Roma Contact Point and her team from the Ministry of Human Rights and Refugees, the EU Delegation, relevant institutions from central and local level of governance, civil society and representatives of the international organizations. The National Platform reviewed the 2016 progress report and the implementation of the 2015 operational conclusions, looking at the challenges and priorities for the upcoming period. The National Platform meeting on Roma Integration, discussing the implementation of the National Action Plan for Integration of Roma and Egyptians 2016-2020 took place in Tirana, Albania, on 23 and 24 May 2017. The Platform, focusing on the five main priorities - education, employment, social protection, housing and health with the respective achievements and challenges – has been organized by the Regional Cooperation Council’s Roma Integration 2020 Action Team (RCC’s RI2020) and Albanian Ministry of Social Welfare and Youth. It brought together about 90 participants including the Deputy Minister of Education and Sports, representatives from the line ministries, the Ministry of Finance and the Ministry of Integration (staff of the NIPAC), the National Roma Contact Point (NRCP) Ms Xhafaj, numerous Roma Focal Points from different ministries and municipalities, civil society, international organizations and INGOs (UNDP, UNICEF Swiss Development Cooperation, Terre des Hommes, ARSIS). This report outlines key points of the discussions with conclusions and recommendations from the National Platform.

The Regional Cooperation Council’s Roma Integration 2020 Action Team, in cooperation with the National Roma Contact Point of Montenegro,organized the 2016 Public Dialogue Forum on Roma integration policies on 01 December 2016 in Podgorica. The Forum was a dialogue opportunity with authorities of Western Balkan economies participating in the project, at which key stakeholders jointly worked on reviewing national strategies on Roma issues, envisaged concrete measures, their budgeting, implementation and monitoring.
