Description | Public administration plays a key role in reaching European energy and climate targets. This concerns both the nation-state level, at which the energy policy of the country is formulated and support programs are initiated, as well as the local level, at which the implementation of concrete energy efficiency measures is primarily carried out. Both levels, however, do not interact well in many countries. This applies not only to various EU countries, but also to South-East European cooperation countries. As members of the Energy Community, these countries have also committed themselves to taking over the EU legislation and fulfilling the ambitious European energy and climate targets. However, there is lack of an effective coordination between the various state levels. The project aims at joint and mutual learning between partners from South-East Europe, as well as from the old and new EU member states. Within the scope of this project, IT systems for monitoring the implementation of energy efficiency programs will be further developed and provided for use to other partner countries. On the other hand, the improvement of vertical coordination mechanisms for planning and implementation of energy efficiency policies in participating countries is supported. In South-East Europe these measures will be piloted in Macedonia (FYR) and Croatia and, along with the experiences of other EU countries, they will be transferred to other partner countries through the Energy Efficiency Coordination Group of the Energy Community. The monitoring-systems allow for an improved database on implemented energy efficiency projects, which constitutes the foundation for evidence-based policy formulation. Functioning communication and coordination mechanisms between the different state levels open the possibility of a more effective implementation of energy efficiency policies. Furthermore, a more effective use of state resources leads to additional energy savings and, correspondingly, to lower greenhouse gas emissions. By introducing Southeast European partners to EU networks, the know-how transfer in the region will be ensured long-term. |
