Description EU’s energy saving targets represent a major challenge for many EU countries. This is also true for South-East European (SEE) states which lag behind the EU with reference to energy policy. There is currently an ongoing debate among the contracting parties of the Energy Community Secretariat (ECS) on how to best introduce the new EU Energy Efficiency Directive (2012/27/EU), which is to become obligatory in October 2017 for all SEE members. In focus is also the issue on how to fulfil already existing obligations set forth by the EU Directives on Energy End-Use Efficiency and Energy Services (2006/32/EC) and Energy Performance of Buildings (2010/31/EU). One such obligation refers to development, implementation and monitoring of the National Energy Efficiency Action Plans (NEEAPs). Ministries and agencies responsible for NEEAPs in SEE EnC member states continue to lack the necessary capacities to carry out this cycle. This issue is even more pertinent in light of the 2016 deadline for submission of the third NEEAP for the period 2016 – 2018.
Implementation of the project is carried out in close cooperation and coordination with the Energy Community Secretariat and its Energy Efficiency Coordination Group (EECG).
The ORF-EE assistance is provided through capacity building activities and mobilization of own capacities. Support is provided to institutions in form of advisory services and mentoring, conducted by international and national long-term and short-term experts. The assistance is adapted to the varying needs of SEE partner countries. Their capacities are developed through trainings, workplace supervision, as well as through establishment of process management and coordination mechanisms between different institutions involved in the NEEAP preparation process. This also includes collection of data on achieved energy savings.
