On 20 May 2008 in Pomorie, Bulgaria, the RCC Board adopted a report by the RCC Secretary General Hido Biscevic on transformation of the Stability Pact for South Eastern Europe into the Regional Cooperation Council, as well as the RCC Strategic Work Programme for 2008-2009 and the appointments to the positions in the RCC Secretariat.

The RCC strategy was also approved by the Ministers of Foreign Affairs of the South-East European Co-operation Process (SEECP) on 20 May and endorsed by the SEECP Heads of State and Government on 21 May.
