Decade Intelligence Report - Factors for success or failure of Roma inclusion projects

The present report is a result of the Decade Intelligence research project. It aims to serve as guidelines for Roma inclusion actors in designing, implementing and monitoring their efforts, by providing them recommendations about factors that can influence the results of their project in either a positive or negative way. The report is not an exhaustive list of such factors; it is a list of helpful tips, rather than a book of instructions. It is a learning tool developed through the years-long experience of attempts for Roma inclusion within the Decade.

Approaching the end of the Decade term, Decade partners, had not succeeded in establishing effective mechanisms to measure the outcomes of their Roma inclusion policies on a regular basis, comparable over time and geography, that would meaningfully inform policy making processes. Therefore, the Roma Decade Secretariat decided to prepare the Roma Inclusion Index and attempt to identify and gather in a comprehensive yet easily readable form all the available quantitative data, collected either officially by governments or by others, although not sufficiently comparable and representative, and to publish the results, which could assist in establishing a standardized system of data collection on Roma inclusion.

A lost Decade? Reflections on Roma Inclusion 2005 - 2015

This publication aims to take stock and reflect on the vicissitudes of Roma inclusion since 2005. Three chapters by three different authors, combined with dozens of interviews with activists, officials and representatives all connected to the Decade, yield a wide and varied plurality of perspectives. Yet some common themes emerge to suggest that despite the lack of progress on the ground, all was definitely not lost in the Decade that was.
